General Position Summary:

The Programs Director will work closely with the Executive Director and program teams to oversee effective program implementation, monitoring, evaluation and learning, and accountability – including to communities and partners – in close collaboration with the administration, finance, resource development and communication teams. S/he will provide technical leadership and direction to ensure a high quality of programs, as well as strong integration and coordination with ongoing Operation Blessing and CBN work globally. S/he will play a key role in establishing and maintaining strong relationships with relevant donors, government actors, and other key stakeholders.

Job Description:

I. Main Responsibilities

  • Manage program and project managers.
  • Ensure the quality of project proposals.
  • Ensure the involvement of all key stakeholders in project implementation.
  • Provide program support during all phases of program cycle management.
  • Set up a monitoring and evaluation (M&E) plan for each project with clear impact indicators.
  • Promote the sharing of experiences and lessons learned within the team and other missions.
  • Ensure that all new programs incorporate innovation and push the boundaries of development work.
  • Ensure cost-effectiveness and transparency of projects.
  • Ensure quality of external reporting.
  • Promote synergy among OB Foundation Philippines and CBN Asia programs; organize regular program management meetings.
  • Establish strategic partnerships with appropriate partners.
  • In collaboration with the Corporate Communications and Resource Development Manager, develop communication and advocacy plans.
  • Assist the Executive Director in the representation of the organization’s programs in the Philippines to partners, donors, private sector stakeholders, and the government.
  • Assist the Executive Director in coordinating with the Finance, Administrative, and Logistics units of the organization.
  • Hire and orient team members as necessary.

II. Essential Job Responsibilities

Team Management

  • Develop the technical capacity of the team, deepen understanding of their roles, and assist with coaching/mentorship, performance management, and career development of direct reports and program team staff.
  • Provide regular and timely feedback on performance and priorities to staff.
  • Assist team members with sourcing information, tools, and resources to manage projects effectively.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence and actively engage in decision-making processes.
  • Work closely with the General Manager to ensure all staff contracts and human resources procedures and requirements are in place and up to date.

Strategic Direction and Growth

  • Provide overall strategic direction and vision, leadership, technical and operational management of program team contributions to the development and implementation of the organization’s strategy.
  • Set direction by prioritizing and organizing actions and resources to achieve program and ministry objectives.
  • Develop and drive a growth strategy that responds to humanitarian/development gaps and needs.
  • Regularly evaluate program impacts and adapt programming to the prevailing context.
  • Serve as an active member of the organization’s management team.

Technical Leadership and Program Management

  • Ensure that program implementation is responsive to communities and participants and aligned with the organization’s principles, values, strategic roadmap, and country strategy.
  • Review and oversee program implementation to ensure adherence to program documentation, minimum standards, and the quality/technical impact of work.
  • Ensure that robust monitoring, evaluation, and learning (MEL), knowledge management, and quality assurance systems are in place, adhered to, and used as decision-making tools to inform adaptive management while capturing best practices and lessons learned across programs.
  • Oversee and support efforts to conduct assessments, evaluations, and research for use in strategic program development, donor reporting, and influence objectives.
  • In coordination with program managers and coordinators, oversee the maintenance of a comprehensive reporting schedule that demonstrates the impact of program interventions and adheres to donor requirements.
  • Work closely with the General Manager and the Finance Manager to ensure that operational and financial management systems are responsive to program needs and that practices adhere to OBFP and CBN Asia procedures and regulations.
  • Support program managers to oversee the performance of partners, volunteers, and contractors.
  • Conduct frequent field visits to all project sites for monitoring, quality control, and program staff mentoring and coaching.

Influence, Representation and Coordination

  • Cultivate strategic partnerships and maintain effective working relationships with key government, civil society, and private sector stakeholders to coordinate responses and identify areas for collaboration.
  • Liaise with regional and global Operation Blessing offices.
  • Represent the organization in external meetings and events.
  • Represent the organization on relevant issues in the Executive Director’s absence.

Accountability to Beneficiaries

  • Operation Blessing team members are expected to support all efforts toward accountability, specifically to the organization’s beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring, and evaluation of field projects.

Job Qualifications:

  • Extensive experience in leading teams in both administrative and technical capacities, with a proven track record of strategic planning, programmatic achievement, management skills, diplomacy, and team building.
  • Decisiveness, sound judgment, excellent communication, interpersonal and analytical skills, and a high level of integrity and flexibility to adapt to conditions of ongoing change.
  • Ability to prioritize among competing tasks while filling in gaps as needed to ensure the success of the overall programming portfolio.
  • Strategic and solutions-driven thinking and ability to articulate and translate innovative ideas into solid programming and to build positive relationships with the team and with key stakeholders at various levels.
